NOTICE OF ELEMENTARY SCHOOL BOND ELECTION

NOTICE IS HEREBY GIVEN by the Board of Trustees (the “Board”) of Elementary School District No. JT&8 (Arlee), Lake, Missoula and Sanders Counties (the “District”), that pursuant to a certain resolution duly adopted at a meeting of the Board on August 8, 2022, a special election of the registered voters of the District will be held on November 8, 2022, in conjunction with the general election.

Two bond questions will be presented to qualified voters. Vote on both questions.

GENERAL OBLIGATION BONDS:

Shall the Board of the District be authorized to sell and issue general obligation bonds of the District in the total principal amount of up to Six Million Dollars ($6,000,000), bearing interest at a rate or rates to be determined at the time of sale, payable semiannually during a term of not more than 25 years, for the purpose of paying a portion of the costs of designing, constructing, furnishing, and equipping an addition to the existing kindergarten through second grade building to create a consolidated kindergarten through sixth grade building, including classrooms and support spaces, a new library, administrative offices, and restrooms; upgrading mechanical, electrical, and information technology systems; reconfiguring existing kindergarten through second grade spaces; selective removal and/or repurposing of the existing grades three through six building; and site and utility work; related improvements and costs; and paying costs associated with the sale and issuance of the bonds?

The full faith and credit and taxing power of the District will be pledged to the repayment of the District’s general obligation bonds. The District may also use other available funds, including federal impact aid basic support payments to the extent available and within limitations, to pay debt service on the general obligation bonds.

IMPACT AID REVENUE BONDS:

Shall the Board of the District be authorized to sell and issue impact aid revenue bonds of the District in the total principal amount of up to Three Million Dollars ($3,000,000), bearing interest at a rate or rates to be determined at the time of sale, payable semiannually during a term of not more than 14 years, for the purpose of paying a portion of the costs of designing, constructing, furnishing, and equipping an addition to the existing kindergarten through second grade building to create a consolidated kindergarten through sixth grade building, including classrooms and support spaces, a new library, administrative offices, and restrooms; upgrading mechanical, electrical, and information technology systems; reconfiguring existing kindergarten through second grade spaces; selective removal and/or repurposing of the existing grades three through six building; and site and utility work; related improvements and costs; and paying costs associated with the sale and issuance of the bonds? 2 Federal impact aid basic support payments to the District will be pledged to the repayment of the District’s impact aid revenue bonds and no levy of property taxes will be made by the District on taxable property in the District to pay the impact aid revenue bonds.

The total cost of designing, constructing, furnishing, and equipping the new school facility is estimated to be $14,500,000. Costs in excess of the proceeds of the general obligation bonds, in the total principal amount of up to $6,000,000, and the proceeds of impact aid revenue bonds, in the total principal amount of up to $3,000,000, are anticipated to be paid by a grant and other funds available to the District in the total amount of $5,500,000. The bonds are redeemable not later than the date that is one-half of the term for which they are issued.

If either of the above propositions passes and the other does not pass, the Board is authorized to issue the approved bonds to pay costs of enlarging the existing kindergarten through second grade school building; provided, however, certain of the improvements noted in the ballot questions above may not be constructed.

The polls will be open between the hours of 7:00 a.m. and 8:00 p.m. on Election Day, November 8, 2022. The polling place for Lake County will be at the Arlee Senior Citizens Center, located at 34532 Wessinger, in Arlee, Montana; Missoula County - Buck Snort Steakhouse, 16995 US Highway 93 N in Evaro, Montana; and Sanders County - Dixon Senior Citizens Center, 35 3rd St. in Dixon, Montana.

Absentee ballots will be mailed on October 14, 2022. Voters may request Absentee ballots according to the County they are registered in at the Lake County Election Office, Lake County Courthouse Room 121, 106 4th Ave E., in Polson, Montana; the Missoula County Election Center 140 N. Russell St., Missoula MT 59802; and the Sanders County Election Office 1111 Main St. Thompson Falls, MT 59873.

Please note, all electors, as defined in MCA 20-20-301, are those who reside within the District and are registered to vote by the close of registration on October 11, 2022.

For electors who miss the close of the registration deadline, such electors may register late and vote in the election by appearing in person at the county election office in which they reside: Lake County Election Office located at the Lake County Courthouse Room 121, 106 4th Ave E., Polson, Montana, Missoula County Election Center 140 N. Russell St., Missoula MT 59802 and Sanders County Election Office 1111 Main St. Thompson Falls, MT 59873 and providing to the County Election Administrator the electors’ voter registration information in verifiable form prior to 8 pm on Election Day, November 8, 2022.
